Road Safety Act 2006 Section 19 – Emergency Response Driving

Whether Section 19 of the Road Traffic Act will ever be implemented, is up for debate. However, it seems that April 2013 is now being suggested. Therefore, it’s time for those organisations that drive in emergency response conditions to consider their options about what to do to ensure they may continue after implementation.

It seems that they’ll have to provide evidence that their drivers have ‘received some form of training within the last 3 to 5 years’ in order to continue using the exemptions. What is meant by this also seems unclear, but it could mean any period of any sort of driver training.

In reality it should mean being the holder of a current advanced driving qualification and have received some emergency response driver training – for ‘current’ read, within the last 3-years.

For those organisations outside the established Police, Fire and Ambulance services this could prove to be an issue due to the length of their courses, availability and cost.

  1. For the driver with no qualifications, a 5-day RoSPA Accredited Advanced and Education Development International (EDI) Accredited Emergency Response Driving Course. Courses are run at a 2:1 ratio at venues close to the client and either in their or our vehicles. Both elements are independently assessed and are current for 3-years before mandatory retesting.
  2. For the driver with a current advanced driving qualification, a 3-day EDI Accredited Emergency Response Driving Course. Courses are run at a 2:1 ratio at venues close to the client and either in their or our vehicles. The qualification is current for 3-years before mandatory retesting.
  3. For the driver with no exemption to drive under Emergency Response conditions, a 3-day RoSPA Accredited Advanced Driving Course. Courses are run at a 2:1 ratio at venues close to the client and either in their or our vehicles. The qualification is current for 3-years before mandatory retesting.
